An AQF level 5 Arborist is someone who has completed a diploma in Arboriculture and has been trained in technical aspects of Arboriculture including, Tree Bio-Mechanics, Tree Biology, Soil Health, Interpretation of legislation and standards, Tree sensitive construction design and methodologies, Advanced tree diagnostics etc.
Sometimes referred to as Consulting Arborists or Project Arborists, you will require an AQF Level 5 Arborist when requested by Local/State Governments who often reference AS4970-2025, Protection of trees on Development Sites in their legislation.
An Arborist report can be required for a range of reasons. You will typically require an Arborist report when submitting applications for developments (DA) or Tree removal when it involves protected vegetation. You may also require an Arborist report for legal purposes such as tree disputes between neighbours or to meet insurance obligations on larger commercial sites.
Arborist reports may be of value even when not strictly required. some examples of this include: Remediation plans to improve tree health, tree/site management plans to inform tree contractors, Aboricultural Risk Assessments for peace of mind etc.
Generally, you cannot conduct any tree works on local or state government tree assets without a permit. In most instances you are required to submit an application for pruning and a council Arborist will assess the tree in reference to their pruning policies, if they deem that pruning/removal is required they will typically arrange pruning/removal by internal staff or approved contractors. In some instances, they may allow suitably qualified external contractors (minimum AQF Level 3 Arborist to conduct works in accordance with policies and specific permit conditions.
